    Cars are tested stock on a selection of tracks split into three categories - dry tarmac, wet tarmac and off-road.  RQ is then assigned primarily based on which category they come furthest up the list in, and slightly influenced by their performance in other categories. This is done by formula, not by judgement call - although a few cars have been manually adjusted. 
    That said, in the RQ Rescale, some of the manual RQ modifiers are no longer being applied (for example the RQ14 1990 Mazda MX-5 BBR Turbo and RQ22 1996 Mitsubishi Lancer Evo IV). Once we've all had a chance to get a feel for the new RQ scale we can revisit these manual adjustments.

    The RQ26 1997 Volkswagen W12 Syncro rarity change is a very special case - it's due to a correction that has not yet been implemented (meaning the correction won't be in 11.2). Moving anything from Epic to Legendary is of course disruptive, and we'd generally prefer to do it sooner than later.

    Some smaller points:
    - We won't put the update out while a Finals event is running.
    - People discovering their Legendaries are "bad" are technically better off after the re-scale, as they at least now save more RQ with these cars vs. the top tier Legendaries!
    What correction is on the w12? Need to know whether it's worth upgrading now before the update or not?

    If memory serves me correctly the Chevy Camaro zl1 1le was an rq26 epic and then got an mra boost and it became a rq 28 epic rather than legendary so there is history or upping the rq while keeping the same rarity

    I am RQ138 at the moment.
    What happens to the RQ offers? My next offer would be on RQ140.
    140/150 = 0,933 => 0,933*500 = new offer at RQ467 ?
    138/150 = 0,92 => 0,92*500 = I will be RQ460 after the update ?
    Will I miss the RQ offer if it is after the update at e.g. RQ450 or will it appear after the update because I could not buy it now and I reach the necessary level after the update? Or should I reach RQ140 before the update?
    Will the offers contain the same packs/slots like before the update?

    I’m sure that there are historical reasons why this odd thing about having Epics amongst Lengendaries (fi A30 Lancer) but isn’t this the opportunity to correct this somehow to have these cars in the right league? It’s confusing I think especially for new players. And I see that Hutch is now shifting other Epics to Lengendaries this update. Why not correct them now?

    Maybe Hutch can explain a bit more what the calculation method is to put the new RQ balance for the cars.

    I can see also the the white RQ14 Escort Rallye and his red RQ13 Escort brother, both on offroad tyres, will now get the same RQ after upleveling - and the stats of the red one are worse then one the white one in all aspects. 
    RQ has always been a band so it'll always contain cars that are almost identical in performance but where one can beat the other everywhere. 

    Sometimes the gap between those two escorts put them in the same band, sometimes in different bands. 

    They've explained before on this forum so you should be able to find it if you search. The short version is:

    While normally that could be the case, it's a bit counterintuitive in this scenario as hutch are widening the rq ranges so where a car has 1 less rq than its competitor before the adjustment logic says after the rq expansion its should still be 1 or more lower.

    Counterintuitive, but arithmetically possible through rounding. If we think of any RQ value as a band containing some good and some bad cars within this band, we could imagine that with decimals that are just not shown. for example a RQ13 car could be a 12,6 or a 13,4 and both is rounded to this 13.

    Two cars differing by one displayed RQ like the rq 13 and rq14 offroad escorts could lie together very closely, say 13.4 and 13.6. If you now multiply by 3.33 you get 44.622 (~45) and 45.288 (~45).

    discaimer: I'm not saying this is how the system actually works, it is just an arithmetical example.

    I’m thinking that the update will come out today before a tri-series would start and also the fact that there are only daily events scheduled.

    I allways forget when it starts. Maybe there is no tri-series this week and the next tri-series starts next week.
    If I remember correctly, the event pops about 6-7 before it starts.

    If you don’t have it this move is a good one. Prevents even more people from pulling it as an epic and upgrading it with ultras.

    My biggest grievance is a playing field that isn't fair to all. 

    If you're pumping money into the game and dominating events, fair enough. You've invested, you deserve a better hand, and I will simply try to avoid you. If you decide to spend your gold on CF instead of slots, and your small but strong garage beats me in some events but not all, fair enough. 

    What is unfair is pulling cars after a tier move upwards that costs me more to upgrade, and also is the fixed event end times. That just means some lucky few have massive advantages by no merit of their own, just dumb luck.

    Why do I think it is now the time to sell my not upgraded c-f cars? Somehow I’m afraid their value in cash will drop. Don’t know why, just a gut feeling 😏. Still a good thing to do the rq scaling. When will this be done?

    I don't follow. How is this good? The problem is that people who have it cannot be caught up to without sacrificing a huge amount of resources. I don't have a single legendary maxed after a two and a half years so I can get rarely stand up to hands with them

    With 2 events ending tomorrow night and no new events showing except the daily, would it be a fair to assume that the update is coming Thursday?

    we still have the urus finals that will last 2 days as well....so I assume the update will hit sometime next week

    Sounds same as people were speculating before Qualifiers. Daily events are done by automatic system. Tho regular events are uploaded manually. They can easily upload event right before it starts.
    Events in general are never tied to coming updates. 
    People can play events in before update brackets and after update brackets. 
    It was stated before. Update will not be dropped at finals. And usually they force to update 24-48hrs after update is available for both iOs and Android.

    update can drop on "free day" before finals

    finals are most probably "no limit" or 150 RQ, update wouldn't screw anyone
