Can I restart game or make a new account?

sold some valuable cars and I'm stuck with very little money and no way to make more money

    I think uninstalling and reinstalling might do it.

    I don't think you can restart this game, even after uninstalling and reinstalling. The only thing i know what you can do is:
    Use another device, install the game, install facebook.
    After finish tutorial, link your new game with facebook.
    In your old device, install facebook, log in to your facebook account the one that you use in your new game.
    link your old top drive game with your new facebook.
    Your new game will be transfered to your old top drives.

    It only work if you never link facebook account before in your old device.
